Last updated: 29 October 2026. Dates come from Italy's official strike registers, with operator and EU pages for the rules.

Italy has a busy strike calendar for the rest of autumn 2026. The dates most likely to touch visitors are a national general strike on Friday 30 October that USB says includes rail, flights, taxis and ports (although the Strike Guarantee Commission says it breaks the All Saints protection period for transport, see below), a 24-hour strike at Pisa and Florence airports the same day, two strikes at the high-speed operator Italo on Monday 9 November, local transit strikes in Venice (ATVO) and Milan (ATM) on Friday 13 November, a CGIL national general strike on Friday 20 November with a separate rail strike from 21:00 that evening to 20:00 on Saturday 21 November, a four-hour ENAV air traffic strike on Saturday 21 November, a 24-hour ENAV strike at Milan Malpensa and an airport security strike in Venice on Sunday 22 November, and a general strike on Friday 4 December. Separately, Naples airport is closed in November 2026 for runway works. Flights scheduled from 07:00 to 10:00 and from 18:00 to 21:00 must operate during air strikes, and regional trains run in fixed protected hours too.

What changed since 27 October

  • Italo, 9 November. The commission's calendar lists two national strikes at Italo NTV that day: Uiltrasporti from 02:00 to 23:59, and FILT-CGIL, FIT-CISL, UGL Ferrovieri, FAST-CONFSAL and ORSA Trasporti from 09:01 to 16:59. See Trains below.
  • New local dates. RFI network staff in Verona (ORSA Ferrovie) are listed again for 21 November, 09:01 to 17:00, as well as 9 November. AMT in Genoa (CUB Trasporti) is listed for 9 November, 11:30 to 15:30.
  • 20 November: reports differ on transport hours. The register lists CGIL's general strike for the whole working day and still gives no separate transport hours. Some English-language guides describe CGIL's strike as running from Friday evening to Saturday evening, with rail, air traffic and city transport hit on 21 November; in the register, those 21 November slots belong to the CUB and SGB rail strike and to the FILT-CGIL and UGL-TA ENAV strike. Check your operator on 19 November.
  • 30 October is still contested (see below), and the strikes we listed as called off on 27 October have not been proclaimed again.

Earlier updates (22 to 27 October)

  • 30 October is contested. On 13 October the Strike Guarantee Commission told USB that its general strike breaks the "franchigia", the protected period around All Saints' Day when transport strikes are not allowed: 30 October to 5 November for flights, rail, city transport, taxis and ferries. It sent the same notice about the Pisa and Florence airport strike. The commission's calendar says USB has only partly adjusted its strike, and USB and the Italian press still announce it for transport.
  • Called off: the Trenitalia strike in Emilia-Romagna on 28 and 29 October, a 24-hour USB strike at easyJet on 6 November, a national ENAV strike that had been set for 6 November (the Bari one stays) and a Bologna airport services strike on 29 October.
  • New then: RFI rail network staff in Verona on 9 November, city transport in Palermo on 9 November and Cosenza on 10 November, and the Bologna airport services strike proclaimed again for 16 December.
  • 4 December: the ORSA rail union joined the general strike on 26 October, and the rail hours are confirmed as 21:00 on 3 December to 21:00 on 4 December.

Where these dates come from

Italy's Ministry of Infrastructure and Transport publishes every proclaimed transport strike, with sector, unions, scope and hours, on its strike register, and the Strike Guarantee Commission keeps its own strike calendar, which also shows revoked strikes and the commission's objections. This update was checked against the commission's calendar on 29 October 2026; strikes before that date are no longer listed. Strikes are sometimes called off or postponed, so check again a few days before you travel. We refresh this page every week while a big strike date is near.

Friday 30 October: on, but contested

USB proclaimed a national general strike for all of Friday 30 October: rail from 21:00 on Thursday 29 October to 20:59 on Friday, flights and taxis all day, city transport with hours set city by city, and port workers for 24 hours. A separate 24-hour strike covers Toscana Aeroporti, GH Toscana and Consulta staff at Pisa and Florence airports.

On 13 October the Strike Guarantee Commission formally told the unions that both strikes break two rules: the All Saints franchigia, which protects flights, rail, city transport, taxis and ferries from 30 October to 5 November, and the minimum gap required between strikes affecting the same service (commission's notice to USB, 13 October, PDF; its notice on the Pisa and Florence strike, PDF). Its calendar notes that USB has adjusted its strike only in part. USB said on 15 October that it would strike in all sectors, transport included (Qualitytravel), and the Italian press still lists trains, flights and taxis for that day (Sky TG24, 26 October).

What it means for you: the strike is still in the registers, so plan for disruption, but individual operators decide what they publish. Check Trenitalia's "In caso di sciopero" page, Italo, your airline and your city's transport operator today and tomorrow. If a flight is cancelled, the protected windows still apply (07:00 to 10:00 and 18:00 to 21:00), and so do your EU rights.

Wed 16 Dec 2026 La Lucente staff at Bologna airport (FILCAMS-CGIL, UILT-UIL) 4 hours, 11:00 to 15:00

Called off: a 24-hour strike at easyJet on Friday 6 November (USB Lavoro Privato), a national ENAV strike that FILT-CGIL and UGL-TA had set for 6 November from 13:00 to 17:00 (the same unions' national ENAV strike on 21 November stands), and a La Lucente strike at Bologna airport on 29 October, which is proclaimed again for 16 December. The Pisa and Florence airport strike first set for 16 October and the Venice Marco Polo security strike first set for 16 October were revoked earlier; 30 October and 22 November replace them. Some guides still list the easyJet strike on 6 November; the commission's calendar shows it revoked.

During air transport strikes in Italy, flights scheduled between 07:00 and 10:00 and between 18:00 and 21:00 must operate, according to the Italian Civil Aviation Authority (ENAC), which cites Strike Guarantee Commission resolution 14/387. ENAC also publishes, for each strike, a list of further flights it has identified as essential, as an attachment on that same page.

The national ENAV strike on 21 November 2026 runs from 13:00 to 17:00, which falls outside both protected windows, so afternoon departures and arrivals that day are the ones at risk.

If you fly into Rome or Milan around these dates, our Rome Fiumicino guide and Milan Malpensa guide cover getting online on arrival.

On a strike day, the guaranteed flights list, your airline's rebooking and Trenitalia's live running are all online. A travel eSIM installed before you leave keeps them in reach from the moment you land.

Naples airport is closed in November 2026

This is not a strike. Naples airport said on 21 September 2026 that it will be closed in November 2026 for extensive runway works. The airport gives no exact dates on that page; airlines and the Italian travel press plan around 1 to 30 November, and ENAC has the final say on the closure days. flydubai, for one, flies to Salerno in November and plans to return to Naples on 1 December.

If your trip to Naples, Pompeii, Capri or the Amalfi Coast falls in November:

  • Check the airport code on your ticket. Several airlines have moved their November Naples flights to Salerno Costa d'Amalfi (QSR), among them Iberia (Madrid), Vueling (Barcelona), Transavia (Amsterdam and Paris Orly), Eurowings (Düsseldorf and Stuttgart), easyJet (Milan Malpensa), Luxair and flydubai, according to TravelQuotidiano. The Salerno Airlink bus links the airport with Salerno railway station in about 40 minutes (Trenitalia, Salerno Airlink), and trains run on from Salerno to Naples.
  • Or fly to Rome. Rome Fiumicino has the widest choice of flights, and Frecciarossa and Italo high-speed trains run from Roma Termini to Napoli Centrale in a little over an hour.
  • The islands are still reachable. Ferries and hydrofoils to Capri, Ischia and Procida leave from the Naples ports as usual; only the airport is closed.

Our Naples airport closure guide covers which flights moved to Salerno, the transfers to Naples, Sorrento and Amalfi, and your EU261 rights.

Trains

Date Who strikes Scope and hours
Thu 29 to Fri 30 Oct 2026 National general strike (USB) Rail from 21:00 on 29 Oct to 20:59 on 30 Oct; the commission says it breaks the All Saints protection period (see above)
Mon 9 Nov 2026 Italo NTV staff (Uiltrasporti) National, 02:00 to 23:59
Mon 9 Nov 2026 Italo NTV staff (FILT-CGIL, FIT-CISL, UGL Ferrovieri, FAST-CONFSAL, ORSA Trasporti) National, 09:01 to 16:59
Mon 9 Nov 2026 RFI rail network staff, Verona area (ORSA Ferrovie) 09:01 to 17:00
Fri 20 Nov 2026 National general strike (CGIL) Whole working day; rail hours not announced in the register
Fri 20 to Sat 21 Nov 2026 Rail companies' staff (CUB Trasporti, SGB) National, rail from 21:00 on 20 Nov to 20:00 on 21 Nov; also local transport, including GTT (Turin) and EAV (Naples area)
Sat 21 Nov 2026 RFI rail network staff, Verona area (ORSA Ferrovie) 09:01 to 17:00
Thu 3 to Fri 4 Dec 2026 National general strike (CUB, SGB and other base unions, joined by ORSA on 26 Oct) Rail from 21:00 on 3 Dec to 21:00 on 4 Dec

Called off: the Trenitalia customer operations strike at Bologna, Reggio Emilia and Rimini, set for 21:00 on 28 October to 21:00 on 29 October, has been revoked.

Two other general strikes on Friday 30 October, called by ADL-COBAS and other base unions and by CIB-UNICOBAS, exclude transport, according to the register, so only the USB strike above affects trains that day.

Italo on 9 November. Italo is the private high-speed operator on the Turin, Milan, Venice, Bologna, Florence, Rome and Naples lines. It is not bound by Trenitalia's protected windows: it publishes its own list of trains that will run before each strike, on italotreno.com. Trenitalia's Frecce are not part of this strike. If you hold an Italo ticket for 9 November, check the list a day or two before, and consider a Frecciarossa that day if your trip cannot move.

The CGIL general strike on 20 November was proclaimed for the whole working day in every public and private sector. CGIL says its transport unions will announce how each sector takes part, and that essential services will be guaranteed (CGIL, 21 October); as of 29 October the register showed no separate transport hours. Together with the CUB and SGB rail strike, expect two days of rail disruption on 20 and 21 November.

The Verona strikes on 9 and 21 November are by RFI, which runs the rail network rather than the trains, so trains through Verona, on the Milan to Venice and Brenner lines, can be delayed or cancelled even though train crews are not on strike.

On weekdays, Trenitalia guarantees regional trains running from 06:00 to 09:00 and from 18:00 to 21:00; on public holidays the windows are 07:00 to 10:00 and 18:00 to 21:00, according to Trenitalia's guaranteed trains page. Long distance trains such as Frecce and Intercity have no time window: Trenitalia publishes a table of the specific long distance trains that will run during each strike, on the same page.

Trenitalia posts strike notices and live train running in the Infomobilità section of its website, which has an "In caso di sciopero" (in case of strike) page.

City transport

Date City Operator and hours
Fri 30 Oct 2026 Nationwide Local transport joins the USB general strike, hours set city by city; taxis 00:01 to 23:59. The commission says this breaks the All Saints protection period (see above)
Mon 9 Nov 2026 Palermo AMAT, 11:00 to 15:00
Mon 9 Nov 2026 Genoa AMT, 11:30 to 15:30 (CUB Trasporti)
Tue 10 Nov 2026 Cosenza B.U. Calabria buses, 09:59 to 13:59
Fri 13 Nov 2026 Venice ATVO buses, including its Venice airport buses, 24 hours (SGB, FAST Mobilità)
Fri 13 Nov 2026 Milan ATM buses, trams and metro, 24 hours (AL Cobas)
Sat 14 Nov 2026 Bari AMTAB, 24 hours within the guaranteed bands
Mon 16 Nov 2026 Naples ANM, 11:00 to 15:00
Fri 20 Nov 2026 Nationwide CGIL general strike, local transport hours not announced yet
Sat 21 Nov 2026 Turin, Naples area and others GTT, EAV and other operators in the CUB and SGB rail strike

For the Milan ATM strike on 13 November 2026, the Strike Guarantee Commission lists the hours: lines may not run from 08:45 to 15:00 and from 18:00 until the end of service, so service is protected from the start of service to 08:45 and from 15:00 to 18:00.

The Naples ANM strike first set for Wednesday 16 December was revoked on 14 October and proclaimed again for Monday 16 November.

As of 29 October 2026, the commission's calendar lists no strike specific to ATAC, Rome's city transport operator, before the end of the year. For the national general strikes on 30 October and 20 November, local transport hours are set city by city, so check ATAC, ATM or your city's operator a few days before.

Ferries: port workers strike nationally for 24 hours on Friday 30 October 2026 (USB Lavoro Privato), according to the registers, inside the protection period the commission says covers ferries. If you have a ferry that day, check with the ferry company.

What to do if your trip is hit

  • Check the day before. Strikes can be cancelled or postponed. Look at the MIT register or the Strike Guarantee Commission's calendar, your airline's or rail operator's app, and for flights the ENAC guaranteed flights list.
  • Aim for protected hours. A flight between 07:00 and 10:00 or 18:00 and 21:00, or a regional train in the guaranteed windows, is the safest choice on a strike day.
  • If your flight is cancelled, EU rules give you a choice between a refund, rerouting at the earliest opportunity, or rerouting at a later date that suits you, and the airline must provide meals, refreshments and, when needed, a hotel while you wait, according to the EU's Your Europe guide to air passenger rights.
  • Compensation depends on whose strike it is. Under EU Regulation 261/2004, a cancellation also earns €250, €400 or €600 depending on distance, unless it was caused by extraordinary circumstances. The EU says strikes by the airline's own staff are not extraordinary circumstances, following the Court of Justice ruling in case C-28/20, Airhelp v SAS of 23 March 2021. A strike outside the airline, such as air traffic control, may be extraordinary, in which case no compensation is due, though refund or rerouting and care still apply.
  • For the ENAV strikes on 6, 21 and 22 November and the 15 December Bologna strike, expect refund or rerouting and care, but usually no compensation. In a general strike, ask the airline in writing whose staff caused your cancellation.

Staying connected

On a strike day, plans change by the hour, and the information you need lives online: the airline app for rebooking, ENAC's guaranteed flights list, Trenitalia's Infomobilità page or the Italo website for which trains run, and ATM's or ATAC's site for city service. Rebooking at an airport or a station is much easier with mobile data than with patchy public Wi-Fi. A travel eSIM gives you data only, for apps, maps and web; it does not give you an Italian phone number for calls or texts. See our best eSIM for Europe guide, check whether your phone supports eSIM, and read how a travel eSIM compares with international roaming.

Compare our Italy eSIM plans and install one before you fly.

FAQ

Is the 30 October 2026 strike in Italy going ahead?

It is still proclaimed: USB's general strike covers rail from 21:00 on 29 October to 20:59 on 30 October, and flights, taxis and ports all day. But on 13 October the Strike Guarantee Commission told USB that it breaks the All Saints protection period, when transport strikes are not allowed from 30 October to 5 November, and its calendar says USB has adjusted the strike only in part. Check Trenitalia, your airline and your city's operator on 29 and 30 October.

Are there flight strikes in Italy in October and November 2026?

Yes. On Friday 30 October 2026, the USB general strike and a 24-hour strike at Pisa and Florence airports are proclaimed, although the commission says both fall in the All Saints protection period. In November, ENAV air traffic staff strike at Bari on 6 November (13:00 to 17:00), nationally on 21 November (13:00 to 17:00) and at Milan Malpensa for 24 hours on 22 November. An easyJet strike set for 6 November has been called off.

Which flights still operate during an air strike in Italy?

Flights scheduled between 07:00 and 10:00 and between 18:00 and 21:00 must operate, according to ENAC. ENAC also publishes a list of other essential flights for each strike.

Is there a train strike in Italy in November 2026?

Yes. Italo staff strike nationally on Monday 9 November 2026 (one union from 02:00 to 23:59, five others from 09:01 to 16:59), and RFI staff strike around Verona on 9 and 21 November (09:01 to 17:00). CGIL's general strike covers Friday 20 November, and CUB and SGB rail staff strike from 21:00 on 20 November to 20:00 on 21 November. On weekdays, Trenitalia guarantees regional trains from 06:00 to 09:00 and from 18:00 to 21:00; Italo publishes its own list of trains that run.

Is there an Italo strike on 9 November 2026?

Yes. The Strike Guarantee Commission's calendar lists two national strikes at Italo NTV on 9 November 2026: Uiltrasporti from 02:00 to 23:59, and FILT-CGIL, FIT-CISL, UGL Ferrovieri, FAST-CONFSAL and ORSA Trasporti from 09:01 to 16:59. Italo publishes the trains that will run on italotreno.com before the strike.

Is there a general strike in Italy on 20 November 2026?

Yes. CGIL proclaimed a national general strike for the whole working day on Friday 20 November 2026, in every public and private sector. As of 29 October, the register showed no separate hours for trains, flights and city transport, and reports differ on them.

Is Naples airport closed in November 2026?

Yes. Naples Capodichino airport is closed in November 2026 for runway works, according to the airport, with airlines planning around 1 to 30 November. Several flights move to Salerno Costa d'Amalfi airport (QSR), so check the airport on your ticket, or fly to Rome and take the high-speed train to Naples. Our Naples airport closure guide has the details.

Can I get compensation if my flight is cancelled by a strike in Italy?

It depends on who strikes. A strike by the airline's own staff is not an extraordinary circumstance under EU rules, so compensation is normally due; an air traffic control strike usually is extraordinary, so you get a refund or rerouting and care, but no compensation.

Is there a public transport strike in Milan or Venice in November 2026?

Yes. ATM buses, trams and metro in Milan and ATVO buses in Venice, including the Venice airport buses, strike for 24 hours on Friday 13 November 2026. In Milan, the Strike Guarantee Commission lists protected service from the start of service to 08:45 and from 15:00 to 18:00.

Facts checked on 29 October 2026 against the Strike Guarantee Commission's calendar (active and revoked strikes from 28 October to 31 December) and its notices of 13 October, CGIL, ENAC, Naples airport, TravelQuotidiano, Trenitalia, Italo, Qualitytravel, Sky TG24, The Local Italy (21 October), the EU's Your Europe portal and the Court of Justice of the EU. Strikes are often called off or postponed at short notice, so check the register and your operator the day before you travel.
